Econintersect: Hurricane Harvey has had its forward progress slow to about 8 miles per hour which has delayed landfall for a few hours, possibly even after midnight. Winds have been reported as high as 130 mph which would make the storm a category 4 hurricane. (Category 4 is 130-156 mph). If the storm continues to slow forward progress the duration of the highest winds at any given location is extended and the potential rainfall increases. Some areas are now forecast to get up to 30 inches of rain and a few even more up to 40 inches possibly.
The following storm track estimate from Accu Weather indicates the storm will linger over eastern Texas for several days befire eventually meandering into Louisiana.
