The relationship between insurance companies and Federal Home Loan Banks FHLBs have expressed a desire to expand their insurance company membership. These trends have led to an increased focus on reducing any uncertainty regard ing the treatment of FHLB advances and the collateral that backs them in the resolution process for insolvent insurance companies. Given the significant role that both life insurers and the FHLBs play in the U.S. financial system, and in housing finance in particular, it is important to understand their relationship with one another
